Encouraging statistics were recently released showing that fines issued in response to administrative copyright complaints in Beijing alone totalled US$ 3.6 million and 10,585 publications confiscated by the authorities.
On 22 January 2024, the Annual Report on Administrative Enforcement Statistics for 2023 were published. The Cultural Market Administrative Law Enforcement Corps of Beijing Municipality (referred to as "the Corps") conducted a total of 51,164 administrative enforcement inspections. Among them, there were 5,984 inspections in the field of news publishing, 6,382 in the field of cultural entertainment, 7,340 in the field of broadcasting and television, 6,019 in the field of online culture, and 6,870 in the field of copyright, accounting for 9%.
In terms of complaint and report acceptance and classification handling, the Corps received a total of 5,592 complaints and reports through various channels in 2023. Among them, 182 cases were related to news publishing (illegal publishing, fake journalists), accounting for 20%; 80 cases were related to cultural arts (performance operation, entertainment venues, art grading, art sales), accounting for 9%; 49 cases were related to broadcasting and television (film and television, satellite, internet audio-visual), accounting for 5%; 189 cases were related to the internet (internet culture, gaming), accounting for 20%; and 82 cases were related to copyright (copyright, right of dissemination via information network), accounting for 9%.
In terms of handling administrative penalty cases, the Corps handled a total of 893 administrative penalty cases. Throughout the year, a total of 17 administrative coercive measures (detention) were taken, with a total fine amounting to RMB 23.16 million (US$ 3.6 million), and 10,585 copies of publications were confiscated.
Meanwhile, in Shanghai, the Cultural Market Administrative Law Enforcement Corps publicized an Administrative Penalty Case relating to copyright infringement. Shanghai Huanghao Entertainment Co., Ltd. screened a copyright holder’s work without permission and was hit with a warning and a fine of RMB 5,000 (US$ 700).
